This is an image of Avalokitesvara, one of the most revered and important bodhisattvas, or saviour figures, worshipped in Tibet. The Dalai Lamas of Tibet are considered to be incarnations of this bodhisattva.

The mantras were found along with seeds, dried twigs and leaves, hair, calicified bone and textile fragments inside the charm-place of a figure of the bodhisattva Avalokiteshvara (IM.27-1919), gilt copper, Tibet 17th -18th century.
